By the conclusion of 2023, there were 14 online sportsbooks—one fewer than the year before—alongside 15 internet casinos and three online poker platforms.
Pennsylvania features commercial casino gaming at 11 land-based casinos and six racinos, all permitted to offer electronic gaming devices, table games, and sports betting. These establishments are regulated by the Pennsylvania Gaming Control Board (PGCB).

West Virginia hosts commercial casino gaming at four racinos and one land-based casino, each featuring electronic gaming machines, table games, and sports betting, all regulated by the West Virginia Lottery Commission. The state’s journey into casino gaming began in 1994 when the legislature permitted electronic gaming devices at licensed racetracks, pending local approval. In 2007, racinos were allowed to introduce table games, and by 2008, voters approved casino gaming at The Greenbrier, with table games authorized there in 2009.
In March 2018, anticipating a favorable U.S. Supreme Court decision, West Virginia’s legislature legalized both land-based and online sports betting. This was followed in 2019 by legislation approving iGaming through partnerships between online casino platforms and the state’s casinos and racinos. By the end of 2023, the state supported eight online sportsbooks and eight online casinos, compared to nine online sportsbooks and seven online casinos the previous year.
