Georgia is one of the 12 US states that has yet to legalize any form of sports betting, with the GA senate voting against multiple bills (SB 57 and SR 140) in 2023. The House even let its own legislative bill (HB 380 – Georgia Lottery Game of Sports Betting Act) die without a vote, despite significant support from a number of Atlanta-based professional sports teams, including the Atlanta Hawks.

So, the answer to the question “is online betting legal in Georgia?” is a resounding no at the time of writing. However, there are no laws that officially forbid online betting in Georgia, as residents are able to wager at reputable offshore sportsbooks, which are based, licensed and regulated outside of the United States. The  also proposes the diversion of tax revenue to college scholarships, public education and gambling addiction treatment programs.
  • March 29th, 2023: HB 237 is amended and receives a second reading in the Georgia Senate. This proposed legislation would permit a maximum of 16 online sportsbooks to be licensed in the Peach State. However, the Senate doesn’t vote before the end of the 2023 legislative session and the proposal subsequently dies.
  • March 7th, 2023: An updated sports betting bill, SB 57, is raised and passes through the Committee on Economic Development and Tourism on February 20th, 2023. However, this fails to receive the requisite two-thirds of the vote in the GA Senate Rules Committee two weeks later.
  • April 4th, 2022: There was little movement in the formative stages of the 2022 legislative session either. While SB 142 and SR 135 eventually progress through the Georgia House Economic Development and Tourism Committee, the final GA state legislative session passes without sports betting being approved.
  • March 31st, 2021: This date sees the end of the 2021 legislative session in Georgia, with no further movement on SB 142 and SR 135. These pieces of legislation were subsequently carried over to 2022.
  • March 5th, 2021: The GA Senate subsequently passes two pieces of progressive sports betting legislation, namely SB 142 and SR 135. The bills then pass to the House, where lawmakers will have the chance to push legalized sports betting at some point in 2o22.
  • Jan. 14th, 2021: Some 11 months later, the ‘Georgia Lottery Mobile Sports Wagering Integrity Act’ (HB 86) is introduced in the House. However, this was withdrawn due to a lack of support, leaving GA without a bill in the pipeline.
  • Feb. 20th, 2020: After Neighboring Tennessee sought to fully legalize online and in-person sports betting, GA lawmakers raised SB 403. This proposed the legalization of mobile sports betting in Georgia, but would later die in Committee.
