Is Horse Racing Betting Legal in the US?

While online horse racing betting is legalized across the majority of states, several, including Alaska, Georgia, and Utah, have still to jump on board. However, because the betting sites on this page are classed as ‘Offshore Sportsbooks’, they do not fall under the jurisdiction of US state laws. That means anyone over 21 can access these sites (sometimes via a VPN) and bet on horse racing irrespective of state lines.

Methodology
How We Review Betting Sites

Betting sites now offer much more than sports markets. Before recommending sportsbooks, we examine what they offer players, including everything from bonuses to odds. Our extensive criteria are used to rate betting sites, along with the considerations below.

  • Sports Coverage – Leading betting sites cover multiple sports. You would expect to find soccer, tennis, basketball, and golf. We credit bookmakers who accept bets on MMA, eSports, and other niche disciplines.
  • Betting Markets – Most sports offer pre-game, live, and outright markets. Parlay, prop, teaser, moneyline, and handicap bets are popular options.
  • Betting Odds – Betting sites must offer competitive odds. Whether in fractional, decimal, or another format, odds should give bettors a good mix of risk and reward. Many of our top-rated betting sites offer odds/price boosts on selected markets.
  • Live Streaming & Other Features – Live streaming is one of the most popular services. Watching events as they play out is entertaining and can boost your chances of picking a winner. Cash out, bet builder, and edit bet features are others we look out for.
  • Betting Specials – Promotions for new and existing customers help attract and keep bettors satisfied. Common offers include deposit bonuses, free bets, cashback, and odds boosts. We review the terms and conditions to determine where players have a realistic chance of profiting from bonuses.
  • Mobile Access – Players can access markets and features via their mobile browser or a native app. We consider usability, speed, and convenience when ranking betting sites in this area. Mobile-exclusive bonuses may even be available.

Types of Horse Racing Bets and Markets

If you’ve ever read a horse racing betting guide, you’ll know that various wager types and markets are available. The horse racing betting system is unique in terms of the number of options available to bettors, including both standard and exotic wagers. Here are some examples:

Standard Wagers

WinPlaceShowAcross The Board

A ‘win’ or ‘moneyline’ bet requires you to pick the winner of a specific race. Depending on the size and quality of the field, this may unlock highly competitive futures odds.

If you make a place bet then your horse will need to finish either in first or second for you to receive a payout. It does not matter if your horse wins or finishes second, you will only receive the place dividend.

If you make a show bet then your horse will need to finish in the first three places. It does not matter if your horse wins or finishes second, you will only receive the show dividend for the third spot.

A slightly more complex but popular wager, this sees you place bets on a horse to win, place, and show in a single race. If your runner finishes first, you’ll win all three bets and an exceptional payout. A second-place finish will see the place and show bets payout while finishing third will secure a reduced show bet payout.

Exotic Wagers

Betting on horses also unlocks so-called “exotic wagers”, which can prove highly valuable for experienced bettors or those who know how to read form. Here are some of the most popular exotic bets:

ExactaQuinellaTrifectaSuperfectaSuper High 5Daily Double

An exacta bet requires picking the runners that will finish first and second (in order) in a specific race. If you want to pick more than two horses to finish in the first two places, in any order, you can place a Box Exacta. The total stake for a Box Exacta is determined by the number of selections and combinations. There are six possible combinations if you go with three horses, so your bet would cost a 6x unit stake. There are 12 possible Box Exacta combinations from a four-horse wager, making the total cost of the bet 12x unit stake.

A quinella bet is similar, but you don’t need to predict the order, while it also asks you to pick the top two finishers in the race. So, it offers a far greater chance of winning but at less enticing odds.

Trifectas are one of the most popular wagers on big races because it’s a bet that can yield substantial returns. You need to pick the first three home and the dividends are determined by the odds of the runners that fill those places. The bigger the odds of each horse to finish in the first three, the bigger the overall returns.

The three selections of a Trifecta bet must finish in the correct order for the bet to land. If you want to combine multiple selections to fill the first three places, in any order, you can place a Box Trifecta, which works in the same way as a Box Exacta, only the number of combinations increases. A three-selection Box Trifecta would cost 6x unit stake, while there are 24 possible Box Trifecta combinations from a four-horse wager, making the total cost of the bet 24x unit stake.

A Superfecta is one of the more challenging horse racing bets, requiring you to predict the first four finishes in a race. Moreover, you’ll have to get the order exactly right so it can unlock potentially huge returns and requires significant knowledge of the horse’s form.

Super High Five – This is an extension of the Superfecta, as it asks you to predict the runners that will finish first, second, third, fourth, and fifth in a race. Once again, you’ll have to get the order in which they’ll finish right.

We’ve already touched on the ‘Daily Double’, an online and parimutuel wager type requiring you to pick the runners of two different races. This will be from selected races by the betting site, while some may allow you to pick three, four, five, or more winners at extended odds.

Horse Racing Betting Track Categories – Maximum Payout Comparison

The best online sportsbooks or racebooks will have maximum payouts for the various categories of racetracks. As an example, a track like Churchill Downs which hosts the Kentucky Derby each year is a Category A track, while a provincial track like Fort Erie would be a Category C track.

Let’s look at how each of our top 10 racebooks compare for maximum payouts. This can play a part in deciding which horse racing betting site to join.

Rank Racebook Category A Category B Category C
#1 BetOnline $100,000 $25,000 $15,000
#2 Bovada $30,000 $15,000 $10,000

#4 BetNow $30,000 $15,000 $10,000

#9 SportsBetting.ag* $50,000 $25,000 $15,000
#10 XBet $20,000 $15,000 $5,000

* Sportsbetting.ag has a maximum payout limit of $100,000 on the Breeders Cup, Triple Crown, and selected Grade 1 races in the US and from international tracks.

Our Top Horse Racing Betting Tips

While understanding the available wagers and bonuses is one thing, it can be hard to bet successfully and make the most of your bankroll. So, we’ve prepared some expert betting tips to help you on your way!

  • The Formbook Rules – Understanding form is key, but knowing which factors matter most is crucial for success. Horses perform best under specific conditions—trip, ground, pace, or season. Bet when they match their optimal setup.
  • Use Speed Figures – The uniformity of US racing (oval, left-handed tracks) increases the value of speed figures. Speed figures are widely available and are often used by pro backers to guide their racing bets.
  • Work on Understanding Value – You won’t win long term if you are a great judge but take poor-value prices. To be good at this you ideally need to be able to price up a race yourself. That way, you will be able to see when the books have made an error with a price.
  • Understand the Bet Types – As you’ve seen, many markets and wager types are available when betting on horses. However, it’s important to understand different types of bets before you wager your hard-earned cash. You’ll need to select options that suit your knowledge base and underlying appetite for risk.
  • Drifters Don’t Always Lose – It’s often very difficult to work out why a horse’s odds are being pushed out. However, there will be many occasions where this is simply a counterbalance to heavy support for a rival. Don’t just assume that because a horse is drifting, it isn’t fancied.
  • Don’t Chase Losses – Disciplined bankroll management is key in horse racing betting. More specifically, you’ll need to ensure that you wager an amount you can comfortably afford to lose within a specific timeframe. It’s important not to chase losses by betting more aggressively or outside of your means.
Gavin Beech

Don’t underestimate trainer form
The form of a barn can be crucial in both directions. The stable cat can win when a yard is on the crest of a wave but the opposite can be the case if a barn is blowing cold. Pay close attention to trainer form because the earlier you can latch onto a hot or cold streak, the more beneficial it can be.

Breeders’ Cup Races

The Breeders’ Cup is a major international horse racing betting event that takes place stateside every year. Spread across two days (always Friday and Saturday), it’s one of the richest sporting events in the world, with over $34 million paid out in prize money in 2024.

With so much prestige and prize money on offer, it should come as no surprise that the event attracts equine stars from around the globe. Some race fans call it the Olympics of horse racing. In 2025, the surf meets the turf because the Breeders’ Cup takes place at Del Mar racetrack, which is in the stunning beach city of San Diego, California.

These are the 14 Grade 1 races that take place at the Breeders’ Cup.

Horse Racing Racebook Odds

Horse racing odds can be viewed in a variety of formats but traditional American odds are the most popular. If you want to switch to fractional (British) or decimal (European) formats, then you can do this via the settings panel on any of the offshore sportsbooks on this page. Formatting aside, the one key difference is that decimal odds include a 1.0 stake return, so 8.0 decimal odds would be the equivalent of +700 US odds.

To highlight the difference in formats, the below table lists the current odds of the first six horses in 2025 Kentucky Derby futures betting in different odds formats. *Odds taken from Bovada

Horse American Odds Fractional Odds Decimal Odds
Barnes +1000 10-1 11.0
Citizen Bull +1000 10-1 11.0
Patch Adams +1400 14-1 15.0
Rated By Merit +1600 16-1 17.0
Disco Time +2000 20-1 21.0
East Avenue +2000 20-1 21.0

Horse Racing Betting Apps

Typically, the majority of offshore sportsbooks are optimized for mobile betting and not via a native mobile app. However, this is no bad thing because mobile racebooks have all the great features that you might find on an app or a desktop site. This includes access to offers and promos, live odds, and live race streaming. You’ll be able to bet on regular win, place, and show odds. You’ll also have full access to whatever exotic wagers are normally available on that site.

When it comes to our favorite racebooks for mobile users, we love BetOnline, BetWhale, and Bovada.

Horse Racing Betting Offers

There are some great horse racing offers and promotions available at the offshore sites on this page and we don’t just mean welcome bonuses. Sportsbook welcome bonuses are a great way to boost your initial bank but odds boosts can help boost winnings. More importantly, racing rebate promotions can help insure against losses.

Here are our top three horse racing rebate offers:

  • BetNow – 10% Racing Rebate Direct to Your Account Weekly
  • BetOnline – 9% Rebate on Horse Racing Wagers
  • MyBookie – 8% Horse Racing Rebate Credited Every Morning

The Best Horse Racing Betting Site

Horse racing betting remains incredibly popular in the US. Several domestic and international events offer access to a huge range of betting markets. In states that haven’t officially legalized horse racing betting, you can usually wager at licensed offshore sportsbooks. That includes those recommended in this guide!

Our pick as the best horse racing betting site is BetOnline. This site offers a superb all-round experience and excellent race coverage. We particularly like the increased track max payouts, daily 5% rebate for telephone customers, and the match bet feature which enables you to bet one horse to beat another.
