Casino giant Caesars Entertainment has just secured a major 20-year agreement to be the service provider for Windsor Casino.
The casino is based in Ontario, Canada, and is owned by the Government of Ontario through the lottery and gaming corporation. It was the first casino to open in the province, doing so in 1994.
While Caesars began operating it around 17 years ago, this new contract is a major stamp of approval. The news came after a ‘competitive’ procurement process headed by the Ontario Lottery and Gaming Corporation (OLG), with the duo expected to enter the agreement in early 2026.

“At a time when geopolitical tensions are threatening to disrupt our economy, this new agreement between OLG and Caesars brings stability and peace of mind for thousands of local workers in Windsor,” said Stan Cho, Minister of Tourism, Culture and Gaming.
“Given its strong track record, intimate knowledge of the sector, and long-standing work in the community, our government is confident that Caesars will continue to serve Windsor and the surrounding area well for many years to come.”
Caesars Entertainment’s new contract with Windsor could start next year
Although Caesars Entertainment Windsor Limited will be responsible for the day-to-day operations, the OLG will conduct and manage gaming at the site and require it to uphold the standards it sets within its Responsible Gambling program.
All current employees at the casino must also be retained by Caesars in the new contract for a period of no less than 18 months.

Since 2018, Caesars Windsor has contributed over $53,000,000 to the local community through OLG’s Municipality Contribution Agreement.
“The organization is also a strong partner for the City of Windsor, with annual funding supporting vital infrastructure projects and upgrades, road improvements, park enhancements, new playground equipment, recreational facilities, economic development initiatives, and more, while also providing jobs that have a direct impact on the livelihood of many residents and their families,” said the Mayor.
“Caesars Windsor lends vibrancy to our downtown core and means so much to this community.”
