North Carolina lawmakers have proposed legislation that targets college and Olympic prop betting.
The move comes from the floor of the Turpentine State, with legislators saying student-athletes are receiving intense scrutiny when performing in collegiate and national sporting events.
The bill, House Bill 828, was sponsored by eleven state representatives and was titled “Prohibit Prop Bets on College/Amateur Sports.”
North Carolina betting legislation tabled
Democratic support for the bill was given by Rep. Marcia Morey, Rep. Eric Ager, Rep. Tim Longest, Rep. Mary Belk, Rep. Mary Harrison, Rep. Julie von Haefen, and Rep. Deb Butler.
Rep. Marcia Morey served as district court judge for eighteen years and as Chief District Court Judge for five years and is also a former co-captain of the U.S. Olympic Team at the 1976 Montreal games.
Rep. Neal Jackson, Rep. Joe Pike, Rep. Brian Biggs, and Rep. Mitchell Setzer gave their support for the bill as Republican representatives.
Morey was vocal at the time of House Bill 347’s open and split debate that resulted in a 66-45 vote by members of the North Carolina House.
She warned that the risks of gambling to young people were stark, saying “You will eventually lose. Watch the statistics. Gamblers will eventually lose. Ask Phil Mickelson, ask Charles Barkley, ask dozens of professional athletes who had millions and have lost it.”
Governor Roy Cooper signed House Bill 347, Sports Wagering/Horse Racing Wagering, into law in 2023.
“This legislation will help North Carolina compete, make sure taxpayers receive a share, create many good-paying jobs and foster strong economic opportunity,” said Governor Cooper at the time of the legalization.
As we reported in March of this year (2025) North Carolina introduced online sports gambling after the lengthy legislation battle.
Eight major players in the sports betting scene were permitted to operate in the state, with FanDuel, Draft Kings, and ESPN Bet all gaining a foothold in the new territory.
In the first month of wagering, the state’s gambling partners took in $659 million according to the statistics provided by the North Carolina State Lottery Commission.
