This is Promo-A and you’ll have to do more than just open packs to secure all of the available cards.

How to get Promo-A cards in Pokemon TCG Pocket
Since there are a variety of Promo-A cards to get in Pokemon TCG Pocket, you will have to look to different areas of the game to secure them all.
Looking first at the Supporter and Item cards, you acquire these via the Shop where you’ll need to exchange Shop Tickets
You’ll need a total of 14 Shop Tickets to get a copy of each card so make sure you’re completing missions and battles to get enough.
For Lapras ex, Pikachu, Clefairy, Butterfree, and Mankey, you’ll need to take part in the Lapras ex event where if you complete the required solo battles, you’ll have a chance to win Promo-A Vol. 1 packs.
In these one card packs are the above Pokemon so you’ll need to grind the even out to get the full list.
The Chansey, Meowth, Bulbasaur, and Magnemite are part of Chansey events that pop up from time to time.
Currently, Chansey and Meowth are the only cards that have been made available and you would have needed to head to the Wonder Picks section to have a chance at obtaining these.
As for the Venusaur, Greninja, Haunter, Onix, and Jigglypuff, these can be obtained via the Venusaur Drop Event which was made live on November 29.
This event is akin to that of the aforementioned Lapras ex event that requires you to take part in solo battles to have a chance at pulling the cards.
These are in Promo-A Vol. 2 packs and again, only contain one card in each so you’ll need to grind if you want the full set.
Finally, the special Pikachu and Mewtwo cards.
The Pikachu is actually available right now in the Shop but it does cost a Premium Ticket which can only be acquired via the Premium Pass.
The Mewtwo is again technically a ‘paid’ card since there is no way of acquiring it unless you have the Premium Pass. If you do have an active subscription, you can complete the associated premium mission for this card by simply logging in.
