The Gambling Regulatory Authority of Ireland (GRAI) has signed a new partnership with the Gibraltar Regulatory Authority. They did this through a Memorandum of Understanding, which basically sets the stage for the two groups to work more closely together.
Anne Marie Caulfield, who leads GRAI, signed the agreement with Andrew Lynam, the Commissioner in Gibraltar. The deal lays out how they’ll cooperate and support each other in doing their jobs as regulators. This is actually the third agreement GRAI has signed with regulators in other places, as it gets ready to roll out the first phase of its licensing system.

Commenting on the agreement, Caulfield stated: “This Memorandum of Understanding signed with the Gibraltarian Gambling Commissioner Andrew Lynam, representing the Gibraltar Regulatory Authority is a significant step in formalising the working relationship between regulators in Ireland and Gibraltar.
“Given how many Gambling Operators are active in both jurisdictions this Memorandum of Understanding will be the first step in cementing what will be a positive and mutually beneficial working relationship between both organisations.
“This is another important step in the Gambling Regulatory Authority of Ireland series of MOUs with fellow regulators.”
Caulfield added, “We would also like to take the opportunity to welcome Andrew Lynam, CEO of the Gibraltar Regulatory Authority to Dublin and to thank him, and his team, for their ongoing support and assistance to GRAI.”
Ireland still considering industry feedback report
The partnership comes just two weeks after responding to feedback from its first public consultation on Ireland’s new Gambling Regulation Act 2024.
In that earlier response, the GRAI addressed some of the big concerns raised by industry stakeholders. One of the key points was the need for a fairer and more transparent fee structure.
The authority acknowledged those concerns and reaffirmed its core goals which is to build a gambling industry that’s both socially responsible and transparent, while also making sure the public is protected from gambling-related harm.
