Democratic Representative Dina Titus (Nevada) vowed to deliver a “common sense fix” to the GOP megabill backed by President Donald Trump that would have a detrimental impact on gamblers due to its tax setup.
Titus added her voice to others warning the tax provisions in the ‘Big Beautiful Bill’ could push users toward the underground market due to the disadvantage it presents.
The bill’s 90% deduction cap would mean a gambler who wins $100,000 and then loses $100,000 would be required to pay $10,000 in taxes, despite the loss of profit.
Titus posted on her X account: “On Monday, I’m introducing the FAIR BET Act, the Fair Accounting for Income Realized from Betting Earnings Taxation Act, to permanently restore the 100% loss deduction from gambling winnings.”

Last Wednesday, in an appearance on NewsNation’s The Hill, the 75-year-old Democrat also stressed the greater danger for the gaming industry:
“It pushes people into the black market if they don’t do regulated gaming, because they have a tax disadvantage, and the black market doesn’t pay taxes, isn’t regulated, doesn’t help with problem gaming.
“So it’s bad for the industry as well as for the player.”
What is Trump’s Big Beautiful Bill?
President Trump signed the landmark Big Beautiful Bill into law on Independence Day, July 4. Key items on the budget mega-bill include updates to 2017 Trump cuts, vast reductions in Medicaid, changes to social security taxes, and much more.
The bill, which could add $3.3 trillion to federal deficits over the next decade, passed 218-214 in the House of Representatives on Thursday, with every Democrat and two Republicans opposing it.

Titus also slammed the One Big Beautiful Bill Act as it was “bad enough for my constituents” on matters such as health care, Pell Grants, and renewable energy, far beyond its impact on gambling.
She continued to blast the universal impact the bill would have in the Silver State, where Joe Asher aims to disrupt the market with Boomer’s Sportsbook, from casual gamers to serious gamblers.
“There’s still a bias against gaming. And we found it and thought, ‘Well, this is not good for people who enjoy coming to Las Vegas to gamble.’ We’re not talking about only professional poker players,” added Titus.
“We’re talking about, you know, the average people who want to play a game of poker or pull a slot machine handle.”
The representative insisted if she was unable to remove the tax provision by sending the bill back to the House Rules Committee for review, she would put a separate proposal on the table to directly address the issue.
That has now materialized with the introduction of the FAIR BET Act.
