LinuxCon Europe 2013 will be held in the UK this year, Well Edinburgh to be exact on October 21 / 23 2013. We expect there to be some Tizen Sessions but you can also submit your own talks to the event, may they be Tizen or anything else that contributes towards Linux.
The Call for Papers ends on July 21st so its time to get submitting.
